Martial Law, who would make the best dictator: A man or a big strong woman?

Question: It is clear america is headed towards martial law. Its inevitable and it will happen at some point. With martial law, you got to have a brutal dictator. Could it be Obama or when the constitution is suspended might be someone else. To me, women are better dictators because they are smarter and have a no nonsense attitude. So who would make the more brutal dictator? A man or a big strong woman?
